Richard Fries

Richard Fries served as the Chair of the Board of ICNL for six years. He has remained active with ICNL as an Advisory Council members. He has been a Visiting Fellow at the Centre for Civil Society at the London School of Economics since 1999. His area of special interest is the legal, institutional and regulatory framework for civil society, and the relationship between civil society and government. This reflects his career background, as a civil servant first in the British Home Office (where, from 1987-1991, he was undersecretary responsible for government relations with the voluntary sector and for charity matters) and then the Charity Commission (where he was Chief Commissioner from 1992-1999). Since retiring in 1999 he has been actively involved in the reform of charity and not-for-profit law and regulation in the UK, the rest of Europe and other parts of the world.
