Mahammad Guluzadeh

Mahammad earned his Bachelor of Science in International Public Law at Baku State University in Azerbaijan, and completed his Master's in International Human Rights Law (LLM) at the University of Essex, UK. During 2003-2006 he was a Ph.D. student at the National Academy of Sciences of Azerbaijan. Mahammad has more than 10 years of work experience in the field of human rights, rule of law and CSOs, including previous work with the Council of Europe and the OSCE.
Mahammad has been lecturing at Baku State University since 2008 and assisted the faculty in preparing syllabus for new courses including the course on NGO Law, Rights of Minorities, Rights of Refugees and Migrants.
Mahammad has written several articles on various aspects of law including NGO legislation, extradition, human rights, and prepared various brochures on domestic legislation and practice such as the Handbook for Volunteers, Guide on Registration of NGOs in Azerbaijan, and Guide on Registration of Grants.
Mahammad has extensive experience in public financing mechanisms of CSOs. Since 2008, he has been an expert on the Council on State Support to NGOs under the President of Azerbaijan.
