Stephan E. Klingelhofer is Senior Counsel of the International Center for Not-for-Profit Law (ICNL), in Washington, DC. Having served as ICNL's President and CEO from 2001-2004, Mr. Klingelhofer is now working as a mediator and private attorney, in addition to his continuing responsibilities assisting the President in ICNL management. He is also managing ICNL projects in various parts of the world, including Europe, the Middle East, Asia/Pacific, and Africa.

Before becoming President in December 2001, he served as Vice President and Chief Operating Officer, assisting ICNL’s President.

As part of ICNL’s senior management team since 1994, Mr. Klingelhofer has helped design the organization’s programmatic response to the worldwide need for the creation of a sound legal framework for civil society. His duties at ICNL during this period included project development and implementation, planning, and financial and personnel management, as well as relations with funders and project partners, government officials, representatives of not-for-profit organizations, and academic leaders. He has assisted countries in the CIS, Central and Eastern Europe (CEE), Africa, Asia/Pacific , and the Middle East in drafting organizational and fiscal laws and developing implementing regulations governing the not-for-profit sector. Earlier, Mr. Klingelhofer’s work was focused extensively on CEE projects, as ICNL’s acting regional representative based part-time in Warsaw. Mr. Klingelhofer has led seminars on NGO law and taxation and regulatory implementation in a number of countries, and has taught courses on NGO law in several universities. He has written extensively on subjects related to laws and regulations that affect civil society.

Prior to coming to ICNL, Mr. Klingelhofer directed the Development Office for City Lights School, a not-for-profit institution in Washington, DC, for troubled and delinquent adolescents. Previously he served as an Episcopal priest in Washington and Michigan and as a member of the boards of numerous not-for-profit organizations, and practiced as a corporate tax attorney in Chicago and Washington, representing the airline industry.

Mr. Klingelhofer holds a BA from Yale University, a JD from Duke University, and an M.Div. from Virginia Theological Seminary.
