Howard Schoenfeld

Howard Schoenfeld is a director in PricewaterhouseCoopers' Washington National Tax Services practice. He brings more than 30 years of experience at the IRS involving legislation, litigation, and administrative issues relating to tax-exempt organizations to his work with PwC's clients.

From 1979 to 1995, Mr. Schoenfeld served as Special Assistant for Exempt Organization Matters to the Assistant Commissioner for Employee Plans and Exempt Organizations. In this position, he was one of the highest executive-level career staff persons in the IRS. Mr. Schoenfeld provided policy-level advice and guidance on all technical and enforcement matters relating to nonprofit organizations, and he handled matters relating to legislation, litigation, and administrative issues in the exempt organization area.

Mr. Schoenfeld led the development of Form 990 and Form 990-PF annual returns, and coordinated their implementation with states, academic groups, and the public. He pioneered the application of innovative administrative resolutions to a number of high-profile cases that presented special challenges to tax administration because of complex technical issues and the inadequacy of existing laws.

Previously, Mr. Schoenfeld held the position of the Chief of the Procedures Section in the IRS Audit Division's Exempt Organizations Branch and was Technical Advisor to the Assistant Commissioner (EP/EO). He began his IRS career as a revenue agent and then became a senior tax law specialist in the Exempt Organizations Technical Division.

Mr. Schoenfeld served as liaison and represented the IRS before Congressional staffs, other government agencies, practitioner and taxpayer groups, and at international meetings. He has been an IRS witness at several Congressional hearings. He is a four-time recipient of the Senior Executive Service Special Act Award and the Commissioner's Award.

Mr. Schoenfeld received a B.A. in Accounting and LL.B. from the University of Baltimore. He has spoken at many tax conferences on exempt organization matters and is adjunct faculty at the Johns Hopkins University Institute for Policy Studies.
