Elizabeth Warner is the Program Director for ICNL’s Central Asia program, which was established in 1997 and assists in developing a comprehensive legal and fiscal structure to support and strengthen the NGO sector in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
Ms. Warner heads the ICNL representative office in Almaty and manages the activities of ICNL’s local partners throughout the region. Her principal expertise is in rule of law development and comparative legal systems, where she has concentrated in transparency and accountability initiatives. She has over twenty years of legal experience in countries throughout Europe, Asia and the Middle East, as well as in the United States, working on such diverse topics as property restitution and anti-corruption programs (in Iraq), international corporate transactions (primarily in Central Europe) and financial markets regulation (in India) before joining ICNL. In addition to spending many years in private practice, Ms. Warner has worked on World Bank-funded programs and for the US State Department, where she served as the senior consultant to several cabinet-rank officials of the Iraqi government and developed community outreach programs. Ms. Warner is a graduate of the University of Michigan Law School and also holds an LL.M. in International and Comparative Law from Georgetown University.
