12-22-2007: ICNL, LLC Receives Award
In late December 2007, ICNL, LLC in Russia was granted an award by the Charity Commission of the Russian Public Chamber with the President.  

12-21-2007: Council Created to Support NGOs in Azerbaijan
On December 13th, the President of Azerbaijan moved forward with an initiative to provide state support for civil society, endorsing both a foundation: the Council of State Support of NGOs, and regulations to guide and fund the Council.

12-20-2007: ICNL's Mexico Fellows Complete Research on Civil Society (En Español)
As part of our current program in Mexico building capacity in NGO law, ICNL selected four civil society experts for Research Fellowships. Over the course of the past few months ICNL has supported the development of their exciting research.

12-14-2007: Philippine Council for NGO Certification (PCNC) Status Maintained
Several developments relating to the status of the Philippine Council for NGO Certification occured recently. ICNL provides information about the Executive Order, and its subsequent suspension.

11-19-2007: ICNL Advises President of Azerbaijan on Civil Society Support Mechanism
The President of Azerbaijan’s Decree confirming state support for civil society was officially published in the official newspaper in July 2007. Since then, ICNL has provided technical assistance to the Administration in their efforts to create a State body which will support the NGO sector.

10-25-2007: ICNL Holds Inaugural South Pacific Civil Society Law Conference
Forty participants from around the South Pacific attended the first conference on strengthening civil society September 26-28, 2007 in Port Vila, Vanuatu.

10-24-2007: Freedom of Association Upheld in Court: No Convictions for U.S. Muslim Charity
On Monday, October 22 the Holy Land Foundation for Relief and Development’s trial concluded with no convictions.  The foundation faced 197 criminal violations related to funding terrorism.

10-04-2007: ICNL and UNDP Supporting NGO Legal Reform in Mauritius
Working in close cooperation with a National Legal Consultant, ICNL recently completed an "Assessment Report on the Legal Framework Affecting NGOs in Mauritius." The Report is part of a project funded and administered by UNDP.

10-03-2007: New Tax in Mexico Recognizes Tax Benefits for NPOs
In a victory for the efforts of our Mexican partners, the Mexican Congress approved the new flat tax. The revised IETU, including deductions for donations to NPOs, was approved by a substantial margin.

09-12-2007: Peru’s Constitutional Tribunal Rules as Unconstitutional Portions of Key Amendments to International Cooperation Law
Peru’s Constitutional Tribunal has invalidated key articles of the 2006 “Law 28925” amending the Law Creating the Peruvian Agency for International Cooperation (APCI) on the grounds that they are unconstitutional.

09-06-2007: Professors in Mexico Take Lead on Civil Society Law Programs
Distinguished faculty members from four Mexican universities came together to share their experiences and discuss opportunities for integrating specialized civil society law and research into their curricula. En Español

08-29-2007: ICNL Welcomes New Members to Global Alliance
ICNL is pleased to introduce three new alliance members from Kyrgyzstan, Russia and Tajikistan.

08-28-2007: USAID’s ‘Partner Vetting System’ Delayed
USAID will delay implementation of their new “Partner Vetting System.” Officials stated that the screening would not begin until all comments from those affected have been reviewed.

08-27-2007: ICNL Submits Comments on USAID’s Proposed ‘Partner Vetting System’
USAID has proposed a new “Partner Vetting System” to vet directors, officers, and other employees of NGOs seeking funding. ICNL and other NGOs raised concerns with PVS and requested that USAID postpone the start date of August 27.

08-16-2007: Blog on Mexico’s Flat Tax Proposal
To support a debate about the impact of a tax reform package on civil society, ICNL was invited to engage in an Internet blog hosted by newspaper "El Universal." The debate focused on the prosed flat tax and deductions for NPOs.

07-20-2007: ICNL Completes Azerbaijan NGO Legal Framework Assessment
ICNL‘s efforts to strengthen the legal enabling environment for NGOs in Azerbaijan reaches a new landmark with the "Assessment of the Legal Framework for Non-Governmental Organizations in the Republic of Azerbaijan," the first such comprehensive assessment produced in the past seven years.

06-27-2007: Work to Promote Civil Society in Afghanistan Continues
ICNL and consortium continue to build capacity among local partners. In May the first-ever NGO Department Bulletin was published and a conference held on improving the NGO legal environment and NGO/government relations.

06-20-2007: ICNL Hosts Workshop on Civil Society Law Reform in the Arab Gulf
Civil society representatives and government officials from Bahrain, Jordan, Oman, Saudi Arabia, and Yemen issue recommendations to guide civil society law reform efforts in the Arab Gulf region.

06-15-2007: ICNL Analyzes New Law on Public Associations in Republic of Tajikistan
The new Law of the Republic of Tajikistan on Public Associations (PAs Law) was adopted in late May, 2007. At the request of the NGO Obschestvo i Pravo (Society and Law), ICNL prepared an analysis identifying changes and possible issues.

06-08-2007: India Approves New Policy on Voluntary Sector
In mid-May India's Cabinet issued a new National Policy on the Voluntary Sector.

05-30-2007: 10th Edition of NGO Sustainability Index Released
On Thursday, May 24, 2007, the U.S. Agency for International Development (USAID) released the 10th Edition of the NGO Sustainability Index for Central and Eastern Europe and Eurasia.

05-09-2007: Uzbekistan Adopts New Law on Charity
On May 3, 2007 the Republic of Uzbekistan published a new “Law on Charity.” While primarily declaratory, the Law on Charity has potentially positive and negative provisions.

05-02-2007: IJNL Publication Features Middle East Senior Research Fellows
In 2006 ICNL hosted four Senior Fellows from Algeria, Lebanon, Jordan, and Egypt to support cutting edge research on NGO law issues in the Middle East. The final publications of their research are available in the latest issue of IJNL.

04-02-2007: CIVICUS Holds Online Consultation on Potential Charter on Civil Society Rights
The CIVICUS programme Civil Society Watch is inviting opinions about a potential Charter on Civil Society Rights.

03-09-2007: ICNL Continues Legal Reform Assistance in Afghanistan
ICNL recently participated in a review of the 2005 NGO Law at the Afghan National Assembly along with three local partnering bodies. Additionally, a training was held in Kabul for 15 participants to raise legal capacity on civil society issues.

03-02-2007: Incentives for Philanthropy in China
The Ministry of Finance and the State Administration of Taxation of China recently issued a Notice governing tax deductible donations to approved nonprofit social welfare associations and foundations.

02-23-2007: ICNL Distributes Analysis on the Tajik Law on Public Associations
The Lower Chamber of Tajikistan's Parliament approved a new Law on Public Associations on February 14, 2007. At the request of the public association Obschestvo i pravo (Society and Law), ICNl has prepared an analysis of the law.

02-20-2007: ICNL and ECNL Provide Assistance to Parliament of Croatia
On February 2, 2007, the Parliament of Croatia adopted the Code of Good Practice in Public Financing of NGOs. ICNL and ECNL provided technical assistance to prepare the Code.

01-29-2007: Republic of Uzbekistan Begins 2007 with a New Law on Third Sector
A new law introducing government financial support of the third sector was passed in Uzbekistan recently, and came into force on January 4, 2007. ICNL provided analysis on the law.
