Key Declarations on Aid Effectiveness

The Paris Declaration outlines five key principles for aid effectiveness but does not mention CSOs. The Accra Agenda for Action recognizes CSOs as independent development actors for the first time. The Busan Partnership discusses the enabling environment for civil society in paragraph 22.

The Siem Reap CSO Conference on The International Framework for CSO Development Effectiveness

The “Siem Reap Consensus” is a global framework that recognizes the importance of “rights-based approaches” in improving the effectiveness and quality of CSO development work. The eight Istanbul Principles for CSO Development Effectiveness on page 20 include a definition of “enabling environment” and “enabling standards”.

This is the second edition of the Defending Civil Society Report previously endorsed by Desmond Tutu, the Dalai Lama, the late Vaclav Havel, and other internationally-recognized civil society leaders.
