Gulmira Kuzhukeyeva is ICNL’s Chief of Party for the USAID-funded E3 Program in Central Asia. Ms. Kuzhukeyeva personally contributed to drafting several progressive laws adopted in Kazakhstan, such as the Access to Information Law, Law on Public Councils, and others. Ms. Kuzhukeyeva also managed the Development through Regional Cooperation program, focusing on provision of legal assistance to civil society activists in all five Central Asian republics (2013-2015). She previously managed a network of legal consultants who provided legal services to CSOs across Kazakhstan (2003-2005). Prior to ICNL, Ms. Kuzhukeyeva worked with the Internews Network in Kazakhstan and provided legal advice and comparative analysis on legislative initiatives related to mass media regulation and journalists in Central Asia. Ms. Kuzhukeyeva has contributed to a range of publications, and has written articles related to CSO legislation, freedom of speech, freedom of information, intellectual rights, and privacy. She is a graduate of the Kazakh State Law University (1999).
