Matt Moore is a Legal Associate at ICNL, where he works with the regional programs to support partners in analyzing, navigating, and drafting laws related to civil society and the nonprofit sector. Matt also conducts projects related to freedom of expression, digital rights, and the internet.

Before joining ICNL, Matt was a Legal Fellow at the Georgetown School of Foreign Service, where he researched and published scholarly articles on human rights, access to justice, and gender-based violence. He also served as a consultant for a World Bank initiative to develop new strategies to address global inequality.

Matt holds a J.D. from Georgetown University Law Center, an M.A. from Columbia University, and a B.A. from Oberlin College. He is a member of the California bar. Prior to earning his J.D., Matt worked with civil society groups and media organizations internationally and in New York City.
