Dr. Muatar Khaydarova is a recognized Tajik lawyer, researcher, trainer, and senior manager with over 20 years of experience working in Central Asia, especially Tajikistan and Kyrgyzstan. Dr. Khaydarova is an expert in analyzing regional legislation, strengthening civil society, and defending human rights protections as well as the right to freedom of association and assembly.
Dr. Khaydarova holds a Diploma Degree in Oriental Studies from the Tajik State National University and a Ph.D in Law from the Institute of State and Law at the Russian Academy of Sciences. She is fluent in Tajik, Russian, English, and Farsi.
Dr. Khaydarova was the Director and Senior Legal Consultant of ICNL, LLC Affiliate office in Tajikistan.
Dr. Khaydarova is an author of more than 50 publications on civil society, human rights, policy and protection in Central Asia.
