Grants and Compliance Manager

Rebecca Vernon is a Legal Advisor at the International Center for Not-for-Profit Law (ICNL), where she oversees ICNL’s work on the global Illuminating New Solutions and Programmatic Innovations for Resilient Spaces (INSPIRES) program. In this role, she contributes to research and learning about threats to civic space and effective techniques for addressing them, including through multi-sector coordination. Her work on public participation in policymaking has been published in Pace Law Review and Government Information Quarterly, and her research on legal frameworks for foreign funding of civil society has been published in the International Journal of Not-for-Profit Law.

Prior to joining ICNL, Rebecca worked at the American Bar Association Rule of Law Initiative, focusing on human rights and anti-corruption in Africa, Asia, and the Pacific. She previously worked for the Cornell eRulemaking Initiative, where she designed and taught a law school clinical course on e-government. She received a JD with specialization in international legal affairs from Cornell Law School and an AB cum laude in French and Politics from Mount Holyoke College. She is a member of the New York bar.
