Jennifer Stuart

Program Manager - CSO Sustainability Index

Jennifer Stuart is an international development professional with nearly twenty years of experience assessing, designing, monitoring, evaluating and implementing democracy and governance programs, with an emphasis on civil society development. 

As a Program Manager with ICNL, Ms. Stuart oversees the editing of sixty-one country reports for four regional editions of the CSO Sustainability Index, USAID's premier instrument for tracking the development of CSO sectors in Central and Eastern Europe and Eurasia, Sub-Saharan Africa, the Middle East/North Africa, Afghanistan, and Pakistan. 

As the Chief of Party for AED's Support to Croatia's Non-Governmental Organizations (CroNGO) program, Ms. Stuart managed the design and implementation of a $12.5 million program which provided a comprehensive array of services to NGOs and community groups throughout Croatia including project funding, technical assistance, training, capacity building, and information sharing.  Prior to this, Ms. Stuart served as the Civil Society Specialist in USAID's regional bureau for Europe and Eurasia, where she provided technical support to missions in assessing, designing and evaluating civil society and democracy promotion programs. Ms. Stuart previously evaluated proposals for public and private sector partnership programs with the Eurasia Foundation and administered educational exchange programs in the former Soviet Union with the American Councils. Ms. Stuart has also worked as a consultant for a variety of USAID-funded democracy implementers, providing a range of program design, organizational development and writing services.

Ms. Stuart has a B.A. in International Relations and Russian Culture and Civilization from the University of Pennsylvania.  She also holds a Master in International Affairs, with a concentration in Economic and Political Development, from Columbia University's School of International and Public Affairs.
