ICNL’s resources and information on China.

Overview

ICNL has provided technical assistance on the legal framework for nonprofits, foundations, and charities; served as a resource to Chinese agencies, academic institutions, and foreign donors on key issues of philanthropic and nonprofit law and policy; supported research on China’s complex and changing legal and policy framework for the nonprofit and philanthropic sector; and assisted on the policy framework for disaster response, among other issues. Most recently, ICNL has sought to raise awareness of the impact and implementation of China’s Overseas NGO Law.

Global Grantmaking Country Notes

In partnership with the Council on Foundations, ICNL maintains reports on thirty-four countries that help U.S grantmakers undertake equivalency determinations for foreign grantees. The reports in this series describe the legal frameworks for nonprofit organizations and provide translations of relevant legislative provisions.

Philanthropy Law Report

Philanthropy has a rich and varied history in China, but a complicated legal framework. This report explores the current state of laws and regulations affecting philanthropy, unpacking the history, and the present-day legal environment. The report is supplemented with a series of infographics, and other materials provide more context on civil society and philanthropy in China.
