There are more than 2500 associations registered in Afghanistan. In March 2019, President Ghani endorsed new amendments to the Law on Associations, which was originally enacted in 2013, which contain restrictive requirements for associations. The amendments are already being enforced by the Ministry of Justice, but in accordance with the Afghan legislative procedure, they are pending parliamentary approval (as of March 2021). To help associations in Afghanistan, as well as international partners engaged in the country, ICNL has prepared the Operational Guidelines for Associations in Afghanistan. The guidelines aim to help associations make sense of the legal rules governing the space and provide an overview of the rights and obligations of associations under the Law on Associations and other relevant legal measures.
