Jennifer Stuart is ICNL’s Program Manager for the CSO Sustainability Index, USAID’s premier instrument for tracking the development of CSO sectors around the globe. In this role, she works closely with local partners to draft and edit over seventy country reports for various regional editions of the CSO Sustainability Index. Each report analyzes advances and setbacks in seven key components or “dimensions” of the sustainability of the civil society sector: legal environment, organizational capacity, financial viability, advocacy, service provision, sectoral infrastructure, and public image.
Ms. Stuart is an international development professional with nearly twenty years of experience assessing, designing, monitoring, evaluating and implementing democracy and governance programs, with an emphasis on civil society development. Previous positions include managing a civil society development program in Croatia, serving as a Civil Society Specialist in USAID’s regional bureau for Europe and Eurasia, and evaluating proposals for public and private sector partnership programs with the Eurasia Foundation. Ms. Stuart has also worked as a consultant for a variety of USAID-funded democracy implementers, providing a range of program design, organizational development, and writing services. Ms. Stuart is a graduate of Columbia University’s School of International and Public Affairs (MIA) and the University of Pennsylvania (BA).
