Lily Liu is a Legal Associate at ICNL, where she works closely with the Africa regional team to support partners to draft, analyze, and navigate laws and policies related to CSOs and the non-profit sector. Lily also manages the Country Notes project in collaboration with the Council on Foundations, to facilitate U.S. funders to make grants globally.
Prior to joining ICNL, Lily was a legal fellow at a Japanese human rights NGO, researching the impact of digital technology on the realization of human rights. During law school, Lily also interned at the United Nations High Commissioner for Refugees in Budapest and D.C., and the South African Human Rights Commission in Johannesburg.
Lily is a graduate of the Georgetown University Law Center (JD) and Georgetown University (BA). She is a member of the District of Columbia Bar.
