Lily Liu is a Legal Advisor at ICNL, working with the U.S. Program to enhance the legal environment for civil society. She manages ICNL’s Congressional Investigations of Nonprofits tracker. Lily also supports ICNL’s initiatives to enhance global philanthropy, including managing the Country Notes project with the Council on Foundations, maintaining the philanthropy law reports, and highlighting key trends on cross-border giving to the philanthropic community. Previously, she worked with ICNL’s Africa and Asia regional teams to support partners to ensure that laws and policies affecting civil society complied with international best practice on the freedoms of association, assembly, and expression, as well as the right to public participation.
Prior to joining ICNL, Lily was a legal fellow at a Japanese human rights NGO, researching the impact of digital technology on the realization of human rights. During law school, Lily also interned at the United Nations High Commissioner for Refugees in Budapest and D.C., and the South African Human Rights Commission in Johannesburg.
Lily is a graduate of the Georgetown University Law Center (JD) and Georgetown University (BA). She is a member of the District of Columbia Bar.
