A graduate of UCD and Yale Law School, Dr Oonagh B. Breen is a Professor of Law at the Sutherland School of Law, University College Dublin where she teaches and researches NGO Law, Governance, and Social Change. Oonagh has worked with the non-profit sector, charity regulators and policymakers in several jurisdictions (including Ireland, the UK, Australia, New Zealand, and Canada). In 2021, she chaired the Independent Review of Charity Regulation in Northern Ireland. A former President of the International Society for Third Sector Research, she is a regular international speaker on comparative charity regulation matters. She has published extensively and is a co-editor (along with Dr Alison Dunn and Professor Mark Sidel) of Regulatory Waves: Comparative Perspectives on State Regulation and Self-Regulation Policies in the Nonprofit Sector (Cambridge University Press, 2017) and co-author (along with Philip A. Smith) of Law of Charities in Ireland (Bloomsbury, 2019).
