Analysis On Making Changes and Amendments to Some Legislative Acts of the Republic of Azerbaijan

ICNL analyzed the September 2009 amendments to the NGO Law of the Republic of Azerbaijan.  While the new law omits many restrictive provisions previously submitted to Parliament by one of its committees in June 2009, the analysis emphasizes that it is difficult to view the new law as an improvement over the existing regulatory environment for NGOs in Azerbaijan. The analysis addresses the provisions of greatest concern to civil society and considers the practical consequences of these provisions for Azerbaijani civil society.
