Open Letter to US Congress Concerning the Foreign Agents Registration Act

This letter to US Congress, signed by 46 humanitarian and development organizations (including ICNL) expresses concern over the government’s ramping up enforcement of FARA without better targeting the Act. It argues that any increased enforcement without updating the terms “Foreign Agent” or “Foreign Principal” could preclude NGO access or independence and put NGO staff working in development and humanitarian sectors in jeopardy – especially in fragile and conflict regions countries if they are forced to register as a foreign agent in the United States.
