CSO Meter

A Tool to Assess the Civil Society Environment in the Eastern Partnership Countries

In partnership with local experts and civil society organizations (CSOs), the European Center for Not-for-Profit Law has developed the CSO Meter, a pilot tool to monitor the environment in which CSOs operate in Eastern Partnership countries.

Based on international standards and best practices, the CSO Meter measures both laws and practices in 10 areas:

  1. Freedom of association
  2. Equal treatment
  3. Access to funding
  4. Freedom of peaceful assembly
  5. Right to participation in decision-making
  6. Freedom of expression
  7. Right to privacy
  8. State duty to protect
  9. State support
  10. State-CSO cooperation
