Assessment of Myanmar Civic Space

Changes, Challenges, and Impacts

PUBLISHED: DECEMBER 2023

This updated monitoring assessment from a working group of local Myanmar civil society organizations (CSOs) and networks explores the challenges and threats encountered by both registered and non-registered CSOs in the post-coup period. Additionally, it examines the impact of the amended Organization Registration Law (2022) on the day-to-day operations and project implementation of CSOs.

Myanmar CSOs continue to face threats and interference from the junta and have had to operate with a very low profile, reducing advocacy activities in favor of service provision. Organizations working in conflict areas or on controversial subjects face the greatest challenges and discriminatory treatment. Financial services and access to resources remain difficult and have required significant flexibility on the part of both CSOs and donor organizations.
