The Impact, Legitimacy, and Effectiveness of EU Counter-Terrorism

This report assesses EU counter-terrorism efforts since 2001 and sets forth a number of relevant recommendations.

It was written as part of the SECILE project, a collaborative initiative which aims to explore the meaning of ‘impact’, ‘legitimacy’ and ‘effectiveness’ in the context of EU counter-terrorism, to make recommendations for reform, and to undertake empirically-informed work on three fields of EU activity that were developed under the banner of ‘counter-terrorism’.
