Draft Code Impacting NGOs to be Submitted to Croatian Parliament

The Draft Code of Good Practices in Distribution of Public Funding to NGOs (Code) is expected to be introduced to Parliament soon in Croatia. The Code outlines basic procedural rules and substantive criteria for public funding of NGOs. Among other features, it requires that public funding of NGOs be based on transparent procedures and envisages a critical role for expert groups in the project evaluation process.

In addition, the Code provides for an important role for the Council for the Development of Civil Society – the Government’s advisory body on civil society matters – in monitoring the Code’s implementation. Once adopted by Parliament, the Code will require compliance with good practices at all levels of government.
