ICNL Commissioned for Research by Canadian Government

The Audit and Evaluation Directorate in Social Development Canada has commissioned ICNL to prepare and present a paper on approaches to evaluate the impact of legal and regulatory reform on Canada’s voluntary sector. Douglas Rutzen (ICNL’s President) and Michelle Coulton (who is “on loan” from the Charity Commission for England and Wales) prepared this paper. Mr. Rutzen delivered this paper in Ottawa on December 6, 2005. Other experts presenting papers at the meeting in Ottawa included Lester Salamon, Helmut Anheier, Kirsten Gronbjerg, Diana Leat, and Peter Frumkin. The paper will be published in a subsequent issue of the International Journal for Not-for-Profit Law (IJNL).
