Improvements to the Kyrgyz Law on Social Services Contracting

In March 2012, the Ministry of Social Development of the Kyrgyz Republic established an official working group to improve legislation on social contracting. Thirteen members were appointed, including Nookat Idrisov, Senior Legal Consultant for ICNL.
The working group is tasked with reviewing and analyzing the implementation practices of social contracting in Kyrgyzstan. The working group is also authorized to review how much local government bodies know about social contracting procedures and to develop recommendations on how to improve their knowledge. The working group will also draft new social contracting legislation, if it finds it necessary.
The Kyrgyz Law on Social Services Contracting was enacted in July 2008 and allows the Kyrgyz government to use state budget funds to engage civil society organizations in social services delivery. ICNL participated in the drafting process and is proud to continue assisting the Kyrgyz government, and the Ministry of Social Development in particular, to further improve legislation and implementation practices.
