Key Recommendations on Digital Technology and Civic Space in East Africa

PUBLISHED: MARCH 2019

On February 21-22, 2019, ICNL, along with our partners the Civil Society Reference Group and CIPESA, convened a consultative meeting in Nairobi, Kenya with the UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association, Clément Voule, to discuss digital space and the protections of Freedoms of Association and Peaceful Assembly in Africa. The gathering welcomed representatives from 35 civil society organizations drawn from 18 countries in Africa.

At the conclusion of the consolation, the group published a final communique and overview of key issues and recommendations, both available via the links on the right.

The discussions helped inform the Special Rapporteur’s 2019 report to the UN Human Rights Council. The report examines assembly and association rights in the digital era (A/HRC/41/41), which is available here.
