Tajikistan Delays NGO Law Session

PUBLISHED NOVEMBER 29, 1999

A Presidentially sanctioned working group met several times over the last month to finalize the content of two draft laws: the Tajikistan “Law on Non-Governmental Organizations” and the draft law, “On Charities and Charitable Activities”. The first of these laws (on NGOs) was to be submitted on December 1st. But on Tuesday of last week, the President reorganized government and made several changes to the Council of Ministers. Being that the last day of parliamentary session is December 5th, these drafts will not be introduced until after 2000. In addition, parliamentary elections will be held on February 27, 2000. This could potentially delay the introduction of the draft laws until after February 2000.
