This analysis by Brazilian professor Patricia Maria Emerenciano de Mendonça looks at the history of Sector-State negotiations over Law No. 13.019, Brazil’s landmark legislation on sector-State collaboration in publicly-funded CSO activities and in policymaking. The paper explores the challenges of implementing that law at the local government level by examining three case studies: the state of Bahia and the municipalities of Florianopolis and Belo Horizonte. The paper concludes with a series of practical recommendations to assist CSOs and local officials to collaborate on more effective implementing regulations for the law in Brazil’s more than 5,000 states and municipalities.
