This handbook, prepared by the European Center for Not-for-Profit Law, outlines the ways in which the state can cooperate with non-state providers in order to deliver social services.
Exploring current practices and featuring detailed case studies in three CIS countries – Armenia, Kazakhstan and Ukraine – the handbook provides a set of recommendations for decision-makers, taking into account the advantages, as well as the main challenges for transparent social contracting and the provision of people-centered social services.
