This guide explains how states can comply with the Financial Action Task Force (FATF) Recommendations relevant to non-profit organizations while promoting an enabling environment for the sector.
The guide provides concrete examples of positive practices and strategies from peer countries, which state and civil society actors can adapt to their contexts to comply with the FATF Recommendations. It is designed to be useful both for state actors seeking to bring measures on anti-money laundering and countering the financing of terrorism (AML/CFT) in compliance and for civil society actors advocating for such compliance.
The guide covers five key topic areas:
- Non-profit organization (NPO) Terrorism Financing Risk Assessment
- Registration of NPOs
- Risk-based supervision and monitoring
- Outreach to the NPO sector
- Self-regulatory mechanisms and practices of the NPO sector
The chapters on risk assessments, registration, risk-based monitoring, and outreach also include detailed case studies highlighting good practices from Nigeria, Jordan, North Macedonia, the Netherlands, and more.
