Update on Amendments to Georgia’s Law on Grants

On April 15, 2026, Georgia’s parliament adopted amendments to the Law on Grants which selectively limit the regulatory scope of the law. Key changes include:

  • Creating an exception for diplomatic and international actors: Funds used by accredited diplomatic missions, consular posts, and international organizations for “activities that are directed towards the establishment, implementation or change of a foreign government or a foreign political party, arising from the political or public interests, approaches or relations” do not require government’s approval prior to their receipt.
  • Expanding exemptions to certain grants: Additional categories of grants are exempt from the obligation to obtain government consent (approval), specifically:
    • grants issued by financial and credit institutions;
    • grants issued by and to the Georgian Red Cross Society;
    • existing exemptions for EU programs (e.g., Horizon Europe, Erasmus+, Creative Europe), German Academic Exchange Service (DAAD), international sports bodies, and individual funding for education and research abroad.

Overall, these changes are technical in nature and do not substantively reduce the negative impact of broad and restrictive amendments to the Law on Grants adopted in 2025-2026. For more information on the most recent amendments adopted in March, please see ICNL’s overview.
