Peru’s Constitutional Tribunal rules as unconstitutional portions of key amendments to International Cooperation Law

Peru’s Constitutional Tribunal has invalidated key articles of the 2006 “Law 28925” amending the Law Creating the Peruvian Agency for International Cooperation (APCI) on the grounds that they are unconstitutional. The Constitutional Tribunal formally initiated an accion de inconstitucionalidad following submission of two petitions – one by the NGO sector supported by over 8,700 signatures, and one by 30 members of Congress – challenging the law. In response to local requests, ICNL commented on the law and its implications, as well as on draft implementing regulations, and provided comparative information for one of the briefs challenging the law’s constitutionality.
