Ethiopia Legal Empowerment Toolkit: A Checklist to Aid Civil Society’s Regulatory Literacy

This toolkit was created by ICNL’s partner the Consortium of Ethiopian Human Rights Organizations (CEHRO) to help civil society organizations better understand the legal framework governing their operations in Ethiopia.
It features an easy-to-use checklist format that allows CSOs translate legal provisions into clear, actionable steps for their day-to-day operations, covering topics such as registration, internal governance, financial regulations, reporting obligations and more. Each section unpacks requirements related to relevant laws, including the 2019 CSOs Proclamation, directives issued by the Authority for Civil Society Organizations (ACSO), and applicable tax laws.
Beyond understanding the regulatory requirements, the toolkit also aims to enhance the legal literacy of CSOs, strengthen their ability to advocate for their rights, engage effectively with regulatory bodies, and operate in a legally secure manner.
Whether an organization is newly established or already active, this toolkit equips CSOs with the knowledge to sustain and expand their work within Ethiopia’s evolving legal landscape.
Additionally, CEHRO produced a Companion Guide to the Toolkit, offering CSOs a practical, user-friendly reference that simplifies the national laws, regulations, and directives governing the CSO sector in Ethiopia. The Guide complements the Legal Empowerment Toolkit by providing clear explanations and legal context, enabling CSOs to better understand their rights, obligations, and compliance requirements.
