Global Digital Rights Coalition Submits Recommendations to WSIS+20 Zero Draft

Published: October 2025

The International Center for Not-for-Profit Law (ICNL), together with 23 international partners in the Global Digital Rights Coalition for the World Summit on the Information Society (GDRC-WSIS), has published a joint submission to the Zero Draft of the World Summit on the Information Society twenty-year review (WSIS+20) outcome document.

The submission highlights the need to anchor the WSIS+20 process in international human rights law, gender equality, and multistakeholder cooperation. It also supports making the Internet Governance Forum (IGF) a permanent body and aligning the WSIS+20 process with the Global Digital Compact (GDC) and the 2030 Agenda for Sustainable Development.

Our recommendations call for stronger safeguards to protect civic space and digital rights, ensure sustainable financing and capacity-building mechanisms, and prevent backsliding on key commitments. By working together, the coalition seeks to build a people-centered digital future where civil society can meaningfully participate in global digital governance.
