Haneen Bitar
Senior Legal Advisor
Haneen Jawad Bitar is a Senior Legal Advisor, she works on civic space and legal environments for civil society across the Middle East and North Africa.
Haneen specializes in freedom of association and peaceful assembly, access to funding and financial services, and the impact of anti-money laundering and counter-terrorism financing (AML/CFT) frameworks on civil society. She provides legal and strategic advice to civil society organizations, conducts legal and policy research, and supports initiatives aimed at strengthening civic space and enabling civil society to navigate restrictive legal and regulatory environments.
Haneen also leads work supporting women-led and feminist civil society organizations and contributes to emerging initiatives exploring AI governance and responsible use of AI by civil society. Her regional work brings together civil society organizations, governments, donors, UN agencies, and other stakeholders to advance legal and policy reforms and strengthen the sustainability and resilience of civil society.
Before joining ICNL, Haneen held senior roles at the Justice Center for Legal Aid (JCLA) in Jordan, working on partnerships, legal awareness, and protection programs supporting women, children, refugees, and other vulnerable groups.
Haneen holds an LL.M. in Law and Arbitration from Middle East University and an LL.B. from the University of Jordan. She is based in Amman, Jordan.
