On March 12, 2019, the government of Ethiopia enacted Proclamation No. 1113/2019: Organizations of Civil Societies Proclamation, which replaces the highly restrictive 2009 Charities and Societies Proclamation. The Proclamation was drafted through a consultative process, wherein the drafters and legislators solicited input from stakeholders including civil society at various stages.
The International Center for Not-for-Profit Law created this Practical Guide and Commentary to support civil society organizations in Ethiopia and other interested stakeholders in understanding and navigating the Proclamation. It also identifies key areas requiring further advocacy and collaboration with the Government to ensure that the implementation of the Proclamation and any associated Regulations and Directives adhere to international best practices on the protection of the freedom of association.
