Moldovan Decree limits foreign funding of NGOs

On March 7, 2006 the President of the Transdnestrie Moldovan Republic signed the Decree which prohibits foreign funding of NGOs registered in Transdnestrie Moldovan Republic (hereinafter referred to as “Decree”).
According to the Decree, NGOs are prohibited from receiving funding directly or indirectly from any international or foreign organizations, foreign governments, organizations registered in Transdnestrie Moldovan Republic, with the foreign share in the capital over 20%, foreign citizens and stateless persons, as well as funding from anonymous sources.
In addition international or foreign organizations, foreign governments, organizations registered in Transdnestrie Moldovan Republic, with the share over 20% in the capital belonging to foreign investors, foreign citizens and stateless persons cannot be founders or members of NGOs.
In case of violation of these restrictions, NGOs activities can be terminated by the decision of the head of local tax inspection, or the official representing the registration authority.
