In June 2025, El Salvador enacted the Foreign Agents Law, Decree 308, becoming the latest in a growing number of countries that have adopted legislation creating so-called “foreign influence registries.” This analysis finds that the law contravenes El Salvador’s obligations under international and regional human rights instruments and could have a profoundly negative impact upon civil society.
