ICNL partners with the Palestinian National Institute of NGOs (PNIN) in the West Bank to advocate against laws and policies that may restrict civil society, improve implementation of the current law, and enhance cooperation between the government and Palestinian civil society.

The index, funded by the U.S. Agency for International Development for twenty years, documents the development of civil society in seventy-one countries around the world, including Palestine (West Bank & Gaza). ICNL and FHI 360 work with local partners to produce the index annually.
