التمويل المستدام وتنويع الموارد لمنظمات المجتمع المدني

يأتي هذا البرنامج التدريبي ضمن جهود بناء قدرات منظمات المجتمع المدني المحلية في شرق عمّان، ولا سيما المنظمات التي تركز في عملها على خدمة النساء أو تقودها نساء، بهدف تعزيز قدرتها على الوصول إلى مصادر تمويل أكثر تنوعًا واستدامة، وتطوير مواردها بطريقة مؤسسية ومنظمة ومتوافقة مع الأطر القانونية والتنظيمية في الأردن. وقد استند تصميم البرنامج إلى نتائج تقييم خط أساس أظهر امتلاك المنظمات المشاركة لعدد من نقاط القوة المهمة، من بينها قربها من المجتمعات المحلية، ووضوح رسالتها، ووجود أنظمة مالية ومحاسبية أساسية، إضافة إلى مستوى جيد من الثقة المجتمعية والحضور الرقمي.

وتنبع أهمية البرنامج من أن الاستدامة المالية تمثل عنصرًا أساسيًا في قدرة منظمات المجتمع المدني على الاستمرار في أداء أدوارها وتحقيق رسالتها على المدى المتوسط والطويل. لذلك، لا يقتصر البرنامج على البحث عن تمويل إضافي، بل يركز على مساعدة المنظمات على تطوير نهج أكثر استراتيجية في إدارة مواردها، وتقليل الاعتماد على مصدر تمويل واحد، وبناء مزيج متوازن من الموارد يتناسب مع رسالة كل منظمة وقدراتها. ويشمل ذلك المنح، والتبرعات المحلية والفردية والدورية، والشراكات مع القطاع الخاص، والتمويل الرقمي، والدعم العيني وغيرها من المصادر ويعزز البرنامج كذلك قدرة المنظمات على التخطيط للتمويل وتطوير الموارد بصورة عملية، من خلال التعرف إلى أنواع المانحين ومصادر التمويل المختلفة، ورصد الفرص وبناء خرائط للمانحين، وتصميم المشاريع وكتابة المقترحات وإعداد الموازنات، إلى جانب تطوير حملات جمع التبرعات وبناء علاقات طويلة الأمد مع المتبرعين والشركاء. كما يتناول البرنامج الامتثال القانوني والمالي والشفافية وإدارة المخاطر باعتبارها ممارسات أساسية ومتكاملة مع عملية تطوير الموارد، وليس مجرد متطلبات منفصلة. This training program is part of broader efforts to build the capacities of local civil society organizations in East Amman, particularly organizations that focus on serving women or are women-led. The program aims to strengthen their ability to access more diverse and sustainable funding sources and develop their resources in a structured, institutionalized manner that complies with Jordan’s legal and regulatory frameworks. The program was designed based on the findings of a baseline assessment, which identified several important strengths among participating organizations, including their close connections with local communities, clear missions, basic financial and accounting systems, and a good level of community trust and digital presence.

The importance of this program stems from the fact that financial sustainability is essential to civil society organizations’ ability to continue fulfilling their roles and achieving their missions over the medium and long term. Accordingly, the program goes beyond identifying additional funding opportunities; it focuses on helping organizations adopt a more strategic approach to resource management, reduce reliance on a single funding source, and develop a balanced mix of resources that aligns with each organization’s mission and capacities. These resources may include grants, local, individual, and recurring donations, private-sector partnerships, digital fundraising, in-kind support, and other funding sources.

The program also strengthens organizations’ capacity to plan for funding and develop their resources in practical ways. This includes understanding different types of donors and funding sources, identifying opportunities and mapping potential donors, designing projects, writing proposals, and preparing budgets. It also covers developing fundraising campaigns and building long-term relationships with donors and partners. In addition, the program addresses legal and financial compliance, transparency, and risk management as essential practices that are integral to resource development rather than separate requirements.
