This handbook aims to strengthen the capacity of paralegals and others working to protect and promote an enabling environment for civil society in Uganda.

Localization—giving local partners more control and ownership of development initiatives—is a priority for the international development community. Local civil society organizations (CSOs) that can lead, design, and implement effective projects are indispensable to this agenda. This, in turn, is predicated on the existence of an enabling environment for civil society.

This ECNL and ICNL briefer, gives an introduction to FATF, why its standards matter for civil society in Africa, and how nonprofits can take action to address over-regulations that the governments justify on the basis of addressing money laundering/terrorism financing threats.

Uganda's recent Stage Play and Public Entertainment Rules threaten to stifle the creative arts by limiting artistic expression. This piece goes over three areas of concern in the UCC's new rules on stage plays and public performances.

This briefer, presented by ICNL and ECNL, outlines some of the common legal and extralegal measures used to target civil society actors working on climate justice. Many of these measures violate international and regional law, and threaten civil society’s ability to function and find solutions to urgent global environmental challenges.

The COVID-19 pandemic has unleashed a parallel crisis for civic space. Many of the emergency laws and other extraordinary measures adopted in response to the virus restrict fundamental rights and freedoms.

In this inaugural publication of the Civic Freedom Digest, ICNL highlights some of the key challenges that digital technologies pose to civic freedom, as well as successful civil society efforts to combat these threats.

In a February 2018 report from ICNL, we explored the impact of closing civic space on the HIV response in East Africa. 

Civil society advocates have helped propel the global response to the HIV/AIDS epidemic.

ICNL has just published a study that focuses on the ways in which the closing of space for civil society—especially restrictions on the registration, financing, and operations of civil society organizations (CSOs)—is affecting HIV response in the East African countries of Ethiopia, Uganda, and Kenya.

The East Africa region is vibrant with civic activity driven by diverse civil society formations. However, the region has not been spared from the closing civic space phenomenon that increasingly restricts people’s rights to freedom of peaceful assembly, of association and of expression in many countries across the globe.

More than 40 civil society representatives from Uganda, Tanzania and Kenya gathered for a two-day strategic workshop on “Protecting Civic Space in East Africa.”
