The Kenyan government has introduced or relied upon several measures to address the coronavirus pandemic. This overview outlines these measures, and where relevant, cites instances where a measure has restricted or may restrict civic space.

The COVID-19 pandemic does not have to be a crisis for human rights. In the context of widespread adoption of emergency laws and other extraordinary measures to respond to the pandemic, many governments have demonstrated that it is possible to safeguard rights while effectively countering the virus. This briefer shares positive practices that governments should follow in responding to COVID-19, along with selected examples of these practices.

On February 21-22, 2019, ICNL, along with our partners the Civil Society Reference Group and CIPESA, convened a consultative meeting in Nairobi, Kenya with the UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association, Clément Voule, to discuss digital space and the protections of Freedoms of Association and Peaceful Assembly in Africa.

In a February 2018 report from ICNL, we explored the impact of closing civic space on the HIV response in East Africa. 

Civil society advocates have helped propel the global response to the HIV/AIDS epidemic.

ICNL has just published a study that focuses on the ways in which the closing of space for civil society—especially restrictions on the registration, financing, and operations of civil society organizations (CSOs)—is affecting HIV response in the East African countries of Ethiopia, Uganda, and Kenya.

The East Africa region is vibrant with civic activity driven by diverse civil society formations. However, the region has not been spared from the closing civic space phenomenon that increasingly restricts people’s rights to freedom of peaceful assembly, of association and of expression in many countries across the globe.
